The Visitor’s Fifth Column welcomes you to the friendly confines of Utah and Ohio to this Edition of the Visitor’s Fifth Column Constitution: A Crew member Guide for the Fifth Column. We are an International “V” fan Club and began this club with the intention to create a positive, Sharing, learning environment for all those interested in uniting in a common goal: understanding and accepting that which makes up the worlds around us. This document represents many hours of life experiences, hard work and experimentation. We display it freely to those online with only one requisite: we ask that if any portion or aspect of this document is used in any way in any other documentation in regard to the operating structure of any organization, that the Fifth Column is provided with the appropriate credits. This will allow us to know that we too, have created something wonderful that someone has been able to take, and implement in their own endeavors, and assist them in their strive to fairness and excellence, and pride. The Members of the Fifth Column ARTICLE I: GENERAL MEMBERSHIP SECTION ONE: Disclaimer Membership into the Fifth Column shall not be denied on the basis of age, sex, race, religion, creed, or sexual preference SECTION TWO: Membership Types CLASS 1 MEMBERSHIP Primary Member Requirements Member holds general membership voting power. Member may cast 1 vote in the annual vote of confidence for the Commanding Officer. Member may cast 1 vote in Chapter Commanding Officer elections as they may occur. Member may cast 1 vote of confirmation for a department head at the time of their confirmation by means directed by the Executive Officer. Member may cast 1 vote during general meetings for various Fifth Column events, topics, and general Fifth Column affairs as they arise. Member may hold a fictional rank up to and including Flag Officer ranks as granted by The Visitor’s Fifth Column. Member may hold a position onboard a Mother Ship. Member holds all Fifth Column rights. Member receives issues of the Fifth Column newsletter, and mailings via the U.S. Postal Service (USPS) or, if available, via electronic mail for one year from the date of joining. CLASS 2 MEMBERSHIPS Secondary Member Requirements Member has paid Fifth Column membership dues in full. Rights and Privileges: Member holds general membership voting power. Member may cast 1 vote of confirmation for a department head at the time of their confirmation by means directed by the Executive Officer. Member may cast 1 vote in Chapter Commanding Officer elections as they may occur. Member may hold a fictional rank up to and including Flag Officer ranks as granted by The Visitor’s Fifth Column. Member may hold a position onboard a Mother Ship. Member holds all Fifth Column rights. Member receives issues of the Fifth Column newsletter, and mailings via the U.S. Postal Service (USPS) or, if available, via electronic mail for one year from the date of joining. CLASS 3 MEMBERSHIPS Associate Member Requirements: Member who wants to be joined to more than one chapter of the Visitor’s Fifth Column. Member has paid the Communications Fee for Associate Members. Rights and Privileges: Member may hold a fictional rank up to and including Flag Officer ranks as granted by the Fifth Column. Member may hold a position onboard multiple Mother Ships. Member holds all Fifth Column rights. Member receives issues of the Fifth Column newsletter, and mailings via the U.S. Postal Service (USPS) or, if available, via electronic mail for one year from the date of joining. CLASS 4 MEMBERSHIPS Fifth Column Internet Member Requirements: Member has electronic mail and Internet access. Member has paid Fifth Column membership dues in full. Rights and Privileges: Member holds general membership voting power. Member may cast 1 vote of confirmation for a department head at the time of their confirmation by means directed by the Executive Officer. Member may cast 1 vote during general meetings for various Fifth Column events, topics, and general club affairs as they arise. Member may hold a fictional rank from the enlisted rank structure. Member may hold a position onboard a Mother Ship. Member receives issues of the Fifth Column newsletter, and mailings via the U.S. Postal Service (USPS) or, if available, via electronic mail for one year from the date of joining. SECTION THREE: Membership Fees (free as of 2002 Until other wise noted.) The purpose of membership fees is to provide members with essential materials and communication. The membership fee for the Fifth Column is $5 for one year. Full payment of the membership fees grants the member(s) a CLASS 1, CLASS 2, depending on their status as a member of the Visitor’s Fifth Column. Membership fee for one year for Chapters is based upon their judgment. All rights and privileges as stated above in their respective membership will be assigned at that time. In addition to the privileges and rights of membership listed above, members will also receive a personalized certificate and newsletter upon receipt of their first yearly payment. Members should send payment to Dave Stock our Ambassador, at the official mailing address of the Fifth Column, obtainable from any Department Chief. SECTION FOUR: Family Memberships The membership fee above covers up to two members. Families may purchase additional memberships at $5.00 per each additional family. (A family is defined as someone who resides at the same address as the Primary member. A Primary member is defined as the first person at a particular address to join the Fifth Column.) Additional memberships include a certificate for the member and voting rights as defined by their membership class. In order to cut costs and keep family memberships affordable, the newsletter and other Fifth Column mailings will be sent to the primary member and will need to be shared with the other family members. ARTICLE II: EXECUTIVE COMMITTEE SECTION ONE: General Powers The Executive Committee (EC) shall have governing authority and shall serve at the consent of the general crew. SECTION TWO: The Executive Committee Supreme Commander – Chairman Executive Officer - Vice Chairman - (2) Inspector General –(1) Chief of Operations - (3) Chief of Communications - (4) Chief of Engineering - (5) Chief Science Officer - (6) Chief of Computer Operations - (7) SECTION THREE: Qualifications and Tenure A) The initial Executive Committee shall be appointed by the Supreme Commander. They shall be subject to a confirmation vote of the general crew. B) Appointment shall be made regardless of sex, creed, religion or sexual preference. C) Executive Committee members shall serve until removal, resignation, or death. D) Four to six months of membership served aboard a Fifth Column Mother Ship or, an acceptable amount of membership time as determined by the standing EC, is required to determine the leadership abilities for a department head (EC) position. E) EC members shall be members in good standing with the Fifth Column. F) EC members are required to take and pass the “V” Officers test. G) All Department Chief's shall be at least 16 years age. SECTION FOUR: Vacancies The Assistant Chief of the vacant department until such time shall fill vacancies in the Executive Committee that the Supreme Commander appoints a new department head and that department head is confirmed by the crew. If no Assistant Chief is available or if the Assistant Chief declines the position, the Supreme Commander will appoint a replacement at his/her discretion. This appointment is subject to confirmation by the crew. SECTION FIVE: Regular Meetings The EC shall meet once a month by any means deemed suitable and accessible by the entire EC. For an official meeting to be held, all EC members shall be notified a minimum of two weeks prior to a meeting date or shall consent unanimously to an earlier meeting date. All EC members shall attempt to be present or Represented at the official EC meetings and shall notify the Supreme Commander or Executive Officer prior to the meeting if they will be unable to attend. SECTION SIX: Special Meetings Any Executive Committee member can call a special meeting if the need to discuss a time sensitive or emergency situation is required. If possible, a two-week notice should be given to all Executive Committee members. If this is not feasible, the entire Executive Committee must consent to the chosen meeting date. SECTION SEVEN: Quorums A simple majority of the confirmed Executive Committee (50% + 1) shall constitute a quorum. SECTION EIGHT: Manner of Acting A) The Executive Committee shall handle all business affairs for the Visitor’s Fifth Column. They have the following powers with a simple majority vote: 1) Disbursement of funds. 2) Approval of policies, partnerships, functions and proposals. 3) Alteration of proposals. 4) Creation of investigative, advisory or project committees. 5) Closing a meeting. 6) Any other powers as outlined in this document. B) The Executive Committee has the following powers with a 2/3-majority vote: 1) May overrule a veto by the CO. 2) Remove another Executive Committee member if a grievance has been filed and acted upon. C) The act of the majority shall be the act of the Executive Committee. Members may submit objections that will be noted with explanation in the meeting minutes. D) The CO has the right of veto for all votes, but must submit reasons for the veto. A veto may be overruled by a 2/3 majority vote of the Executive Committee and proposals may be resubmitted with or without alterations. SECTION NINE: Action without a Meeting The Executive Committee may vote without a meeting if consent is set forth verbally or in writing and if the entire Executive Committee is contacted for the vote. SECTION TEN: Special Voting Practices The Executive Committee may choose to meet and/or vote via teleconferencing, IRC, online chats or other means from time to time. Any votes taken by these means shall be as valid and subject to the same restrictions as the votes outlined above. These votes shall be recorded in the minutes and distributed to the Executive Committee members. Club Founder may Veto any final vote(s). SECTION ELEVEN: Confirmation and Removal A) A majority of the Executive Committee can remove any Executive Committee member except the Supreme Commander from the Executive Committee if they fail to perform their assigned responsibilities and if a formal grievance is filed and formal grievance procedures are followed. B) An officer of the Executive Committee may step down by submitting a formal resignation in Writing to the Executive Officer. C) In the event of a vacancy the CO, in conjunction with the Executive Committee, shall make an appointment for the vacant Executive Committee position(s). D) A member of any rank or position may be removed if contact has been lost with them for 5 months. Or a Grievance Committee found member guilty of dereliction of service. (See Article VI) E) All new appointments to the Executive Committee shall be of "Acting" capacity until they pass the “V” officers test and are also confirmed by a majority vote of the general crew. EC members with "Acting" status are not allowed to vote in matters before the EC. F) Confirmation shall be made by a simple majority vote of the crew. The voting procedures shall be determined by the Executive Officer. In the event that the Executive Officer is the officer being confirmed, the Chief of Communications shall assume the responsibilities. ARTICLE III: Departments and Officers SECTION ONE: Departments The Fifth Column shall have the following departments: Command, Operations, Helm, Sciences, Medical, Security, Resistance, and Schooling. SECTION TWO: Departmental Responsibilities A) Command: The Command Department is headed by the Supreme Commander. This Department is responsible for overseeing all Fifth Column functions, except for individual chapter activities. The Command Department shall oversee and advise all Fifth Column committees. An XO shall typically handle the advisement and oversight function. B) Operations: The Operations Department is headed by the Chief of Operations and shall be responsible for maintaining the club’s master database, production of address book quarterly, keeping files on all meetings which shall have minutes and attendance, as well as copies of all papers distributed and all proposals submitted. Operations shall be responsible for reviewing the ship’s constitution yearly and submitting efficiency report to the EC, recruitment, distributing the ship’s new member materials, be the contact person in regard to missing or late fleet materials, maintain a membership phone tree and e-mail directory. Ops will also act as an Internet Liaison for Fifth Column members who do not have Internet access. The Operations Department may also house a Security Sub- Department, headed by a Security Coordinator. The following departments, Engineering and Communications are found within the Operations department. 1) The Communications Department, headed by the Chief of Communications, shall be responsible for coordinating all ship’s communications whether via e-mail, phone, or the US Postal Service. Producing, copying and distributing six issues of the ship’s newsletter and institute a newsletter exchange program with other chapters. 2) The Engineering Department, headed by the Chief of Engineering, shall be responsible for archiving ship’s materials, producing and providing ship’s graphics and maintaining blueprints and plans for the chapters. And help in the creation of merchandise. C) Helm: The Helm Department, headed by the Chief Helms Officer, shall be responsible for keeping a running list of all Ships seen, used or mentioned in V. The members of the department are encouraged to develop a knowledge of the shuttles used in V. This list will be made available for the crew to help in research and study. The Conn Department is encouraged to find any and all information about the actors. D) Sciences: The Science Department, headed by the Chief Science Officer, shall be responsible for maintaining the ship’s treasury, being the primary contact individuals in regard to business affairs and contract negotiation and shall submit a financial statement to the Executive Committee monthly. E) The Medical Department, headed by the Chief Surgeon. The Medical Department shall be responsible for Red Cross contact, setting up blood drives and coordinating first aid/CPR classes and other cool medical stuff. This department is also in charge of greeting, get well, birthday and holiday cards. F) Security: The Security Department, headed by the Chief of Security, shall be in charge of the Resistance- sub group is found within this department. Security will act as safety volunteers. Keep an eye on ship activities and make sure that everyone is in a safe environment. The Chief of Security will coordinate the volunteers. This includes having a member of the Security Department act as a greeter for Ticonderoga Meetings. The Security Department will also act as a support group to the other departments, providing manpower and other options. The Security Department may be asked to aid in the security at conventions, ship activities, etc. And will keep a running list of all weapons seen, used or mentioned in V. 2) The Resistance- sub group is found within this department, It is for all the resistance fighters of earth, civilians, and collaborators. G) Schooling: The Academy, is headed by the Academy Directorate, shall be in charge of the education and material for the Visitor’s Fifth Column fan club. SECTION THREE: Department Chief's a) Each department shall have a Department Chief assigned to it by the CO in conjunction with the EC, confirmed by the general crew. b) Each Department Chief shall submit at least one report to the Supreme Commander on the 1st Saturday of each of the following months: February, April, June, August, October, December detailing what the department has been doing in the last months. Failure to submit this report will result in the following: 1) 1st Time: Warning 2) 2nd Time: Documented Warning 2) 3rd Time: Conference with the CO and XO 3) 4th Time: Review before the Grievance Committee. c) Department Chiefs are responsible for the completion of the department duties as described in the above SECTION TWO. Failure to complete these duties will result in a review before the Grievance Committee. d) Additional duties may be given to a Department Chief and/or their department by the Supreme Commander and a simple majority of the EC e) This section also pertains to Mother Ship Commanders who report once a month to the Supreme Commander every 2nd Saturday of each of the following months: February, April, June, August, October, December detailing what their chapter has been doing in the last months SECTION FOUR: Assistant Department Chiefs a) Each Department Chief can appoint an assistant to aid the Department Chief in carrying out his/her responsibilities. b) The Assistant Department Chief is subject to all the requirements outlined in ARTICLE TWO: SECTION THREE of this document. c) In the absence of the Department Chief, or in the event of his/her death, inability or refusal to act, the Assistant Department Chief shall assume all the duties and responsibilities of the Department Chief on an ACTING basis with vote status, until such time that a new Department Chief is confirmed. d) An Assistant Department Chief can be removed from office by the Department Chief or a simple majority of the EC for failure to perform assigned responsibilities. e) The Department Chief shall be responsible for assigning responsibilities to the Assistant Department Chief. SECTION FIVE: ACTING Departmental Chiefs Acting Department Chiefs are Department Chief's who have not passed the “V” officers test yet, or Assistant Department Chiefs who have taken over due to the death, resignation, or removal of the Department Chief. Acting Department Chiefs are responsible for carrying out the above outlined departmental responsibilities. Acting Department Chiefs do not hold a vote in the Executive Committee. A member may only hold an Acting Departmental Chief position for a maximum of 6 months. SECTION SIX: Function The Promotion Review Board can be called to order in three ways. When a crewperson has completed a Promotion Request Form and has submitted it to the Chief of Operations, or when a department head submits a Promotion Review Form for the crewperson under his/her department to the Chief of Operations, or when the Supreme Commander calls the Promotion Review Board to review a crewperson for promotion by submitting a Promotion Review Form. Upon receipt of the Review or the Request Form the Chief of Operations shall contact four members and an Executive Committee member to serve on the Promotion Review Board and schedule a meeting of the Promotion Review Board at a time that all five members may attend. If plausible the Chief of Operations shall schedule it the same day and shall set the meeting for either directly before or after the next General Meeting. The Chief of Operations shall have all information such as attendance at meetings and events available for the board. The Department Head of the crewperson up for review should attend the meeting and render their recommendation for the promotion. The board shall review the promotion and shall vote at the conclusion of the meeting to forward the promotion to the Supreme Commander. If the vote passes and the crewperson is recommended for promotion the chairperson shall forward a copy of the Promotion Form to the Supreme Commander with the board’s recommendation. The Supreme Commander may choose to approve or reject the promotion at his/her discretion but the recommendation of the Promotion Review Board should be weighed heavily. If the promotion is rejected, the crewperson retains all points accumulated and may file an appeal to the Executive Committee within 60 days of the date when the crew person was told the promotion was rejected. If a crewperson passes the “V” Officer's Test he/she shall be automatically promoted to Ensign upon receipt of a copy of their Certificate by the Supreme Commander at the next general meeting. ARTICLE V: CONTRACTS AND BOOKKEEPING SECTION ONE: Chief Financial Officer The SC in conjunction with the Executive Committee shall elect a Chief Financial Officer, or treasurer, who will report directly to Executive Committee and work with the Chief of Sciences. The Chief Financial Officer should be someone who is proficient in accounting procedures. The Chief Financial Officer shall be responsible for the chapter’s treasury and can only be removed by the Executive or Grievance Committees. SECTION TWO: The Treasury The Treasury shall be a bank chosen by a simple majority of the Executive Committee SECTION THREE: Disbursements of Funds The chapter shall not incur any indebt without prior consent of its membership. Expenses up to $20.00 must be approved by two members of the Executive Committee prior to incurring the expense and the three members must contact the Chief Financial Officer designate for journalizing of the approval. All expenses over $20.00, with the exception of the printing and distribution of the ship's newsletter, must be approved by a simple majority of the crew present at a general meeting. The only exception to these standards being the cost of production and distribution of the Fifth Column newsletter. This shall be a continual expense that is reviewed annually by the Executive Committee. SECTION FOUR: Reporting of the Treasury The club’s financial calendar shall be based on the calendar year running from January to December. The Chief Financial Officer shall submit monthly a club financial statement on or before that month Staff meeting which shall include all expenditures, disbursements, deposits, moneys owed and a balance for that month to the EC. At any time, any crewmember may request and shall receive a copy of the most current financial statement from the Chief Financial Officer for the cost of its production and distribution, within 2 weeks of their request. ARTICLE VI: Grievances SECTION ONE: Grievance Reasons Any member of the Fifth Column has a right to file a grievance if they feel a member of the command staff is mistreating them; a member of the crew is being a disturbance to them, the club or their work; or if a member is failing in dereliction of service.. Violation of this Constitution enacts an automatic grievance. SECTION TWO: Grievance Procedures To file a formal grievance the member must obtain a grievance form available from the Inspector General or may use the one or a copy of the one included in their Technical Manual Appendix. The grievance form must be completely filled out. Detailed explanations of the grievance (including dates, times and confirmation by other crewmembers- if available) should be included. The member should then make three copies of the grievance. He/She should keep one copy, file one with the Executive Officer for processing and file one with the Chief of Operations. Once the grievance has been filed the Executive Officer shall review it and make one of the following decisions based on the magnitude of the grievance: a) Shall contact the Supreme Commander and both of them shall sit down with the members in questions and attempt to resolve/mediate the problem. b) Shall call a meeting of the Grievance Committee to discuss the problem and work towards a solution. If the first option fails to resolve the problem or one of the participants wants to meet before the Grievance Committee, they can appeal to the Supreme Commander to call a Grievance Committee within 30 days. If the grievance is filed by or directed towards the Executive Officer, the next Executive Committee member in the line of ascension (as listed in ARTICLE TWO: SECTION Two of this document) will assume the duties above. If any Fifth Column member attempts to or violates this constitution he/she shall automatically be called before a Grievance Committee. SECTION THREE: Grievance Committee The Grievance Committee shall be comprised of the Inspector General, the Executive Committee and the Supreme Commander, and two primary or secondary members of the Fifth Column chosen at random by the Chief of Operations (i.e. names drawn from a hat). When the Grievance Committee is called a meeting date to review the grievance must be arranged within 30 days of the original grievance. The Grievance Committee may choose to call witnesses to substantiate or refute the grievance. Within one week from the Review Meeting, the committee will make a decision on the grievance. The decision of the Grievance Committee's is based on a vote of its members, with the simple majority ruling. In order of magnitude, the consequences are as follows: a) No grievance committed and/or no further action required. b) Matter resolved through mediation. No further action required. c) File a formal reprimand in a member's file; which will be reviewed with each promotion request for that member for the next 6 months to 1 year, as specified by the committee. d) Removal from current position if he/she is a member of the Executive Committee or an Assistant Department Chief. e) Expel a member from the club with the consent of the Regional Coordinator. Member will continue to receive their remaining newsletters until their membership term expires but all other privileges will be revoked. The grievance committee may not demote in rank. If the grievance is filed by or is directed towards a member of the Grievance Committee that member shall step down from the committee and their Assistant Department Chief will take their place or a member will be drawn at random. If the grievance is directed towards the Supreme Commander, the Grievance Committee will meet to determine if a vote of the crew should be taken to remove the SC from their position and/or expel him/her from the Fifth Column. A simple majority of the crew is required to remove the Supreme Commander. SECTION FOUR: Appeals If the subject of the grievance is unsatisfied with the outcome of the Grievance Committee he/she has 30 days to appeal to the Supreme Commander. If the Supreme Commander finds that the process was unfair, one sided, or politically motivated or in any biased, he/she may overturn the decision and grant the member an appeal from the judgment of the Grievance Committee. There is no appeal process for the Supreme Commander should the simple majority of the crew vote to have him/her removed. ARTICLE VII: SPECIAL RANKS SECTION ONE: Duties and Responsibilities of the Supreme Commander The Supreme Commander will be the spokesperson for the club and will be chairperson of the Executive Committee. The Supreme Commander is the person ultimately responsible for providing members with chapter membership materials and keeping the chapter active and fun for everyone. The Supreme Commander may answer to the Visitor Leader or Club Founder. A) The Supreme Commander is elected by a simple majority of the Primary Members of the club. Chief of Communications shall coordinate elections unless he/she is a candidate in which case the Chief of Operations will assume the responsibilities listed in this document. In the event of an election, the Chief of Communications will set a date that members (Primary Only) will announce their candidacy. The candidates must be graduates of the “V” Officer’s Test, members in good standing with the Visitor’s Fifth Column. B) The Chief of Communications will set up one forum between candidates and send out notice to all members of the debate. Spectators at the forum may ask the candidates questions with the forum being moderated by the Chief of Communications. The forum may be held in any forum deemed reasonable and available to all crewmembers including teleconferencing, IRC, video-conferencing and the like. The Chief of Communications shall provide a Tran scripted copy of the forum to members unable to attend. Following the forum, the Chief of Communications will set a date and specifications for platforms to be received from all candidates. The platforms will be distributed with ballots. The Chief of Communications will obtain a list of Primary Members and addresses from the Chief of Operations and will send out ballots. The Chief of Communications shall specify on the ballots the date they must be returned. Within 1 week after the due date of the ballots, the candidates and members will be notified of the result. C) If the Supreme Commander resigns, dies, or is removed he/she shall turn over all Fifth Column owned files and funds to the Executive Officer until a new SC is elected, within two weeks prior to the next meeting. The Club Founder may take over any position as necessary. SECTION TWO: Duties and Responsibilities of the Inspector General The Inspector General, The Visitor’s Fifth Column is nominated to the Office by the Visitor Leader or Founder of the Club, The Visitor’s Fifth Column. This nomination is then submitted to the Executive Committee for confirmation by a simple majority vote. Upon confirmation, the Inspector General, The Visitors Fifth Column shall serve a term of no more then two (2) years, to commence on the first day of the year after the Supreme Commander, The Visitor’s Fifth Column taking office and ending on the last day of the year preceding the election of a Supreme Commander, The Visitor’s Fifth Column. At the conclusion of such a term, and if the SC so desires, the IG may be resubmitted to the EC for re-confirmation to serve another term. The Inspector General, The Visitor’s Fifth Column acts as The Visitor’s Fifth Column chief investigator in matters where their expertise is called upon. The Inspector General is invested with broad investigative powers in accordance with the guidelines established in the Inspector General Handbook. The Inspector General, The Visitor’s Fifth Column can also draw upon any Mothership/Shuttle to aid in any matter relevant to the operation of The Visitor’s Fifth Column. It is also at the discretion of the Inspector General, The Visitor’s Fifth Column to assemble a staff to carry out their duties within selected Mother ships or areas. These Staff Officers shall report directly to the Inspector General, The Visitor’s Fifth Column who shall be held liable for the results brought about by their staff. The Inspector General is also charged with overseeing electoral processes to elect or confirm the Visitor’s Fifth Column members within the various Mother ships. Additionally, the Inspector General, Fifth Column cooperates with the Chief of Communications, Fifth to coordinate the procedure of electing a new Commander, Fifth Column and, in consultation with the Chief of Communications, is responsible for hiring an independent CPA who is in no way associated or affiliated with any chapter or member of Fifth Column to oversee the tallying of the returned ballots. The Inspector General, Fifth Column is expected to perform its duties in total impartiality, and shall not allow personal opinion to color, or perceive to color, either the investigation or its findings. The Inspector General, Fifth Column may choose to rescue themselves from an investigation if they believe that a perceived or actual conflict of interest exists. In such cases, they shall choose one of the Assistant Inspector Generals to perform the investigation and make the report. The Inspector General, Fifth Column reports to the Supreme Commander, Fifth Column, shall be at least 21 years old, and must meet all other qualifications for office as set forth in the current Membership Handbook. A) The Office of the Inspector General, Fifth Column, is comprised of the Inspector General. Each Region has an Assistant Inspector General position, though it may not be filled. Each Inspector General, regardless of level, is authorized a staff to assist them in the execution of their official duties. Such staff is assigned either on a case-by-case basis, or serves the entire term of the respective Inspector General. B) The Chain of Command for the Inspector’s General office is a linear one. The Inspector General, Fifth Column, reports directly to the Supreme Commander, Fifth Column. He also briefs the Executive Committee on behalf of the SC on matters of recording votes of the Executive Committee the investigation of violations of a member’s rights. Reporting directly to the Inspector General, Fifth Column is the Deputy Inspector General. The Assistant Inspectors General report to the DIG. Each Inspector General’s staff report to that Inspector General. All members of the Office of the IG are ultimately responsible to the Inspector General, Fifth Column for their conduct in office. C) The Inspector General’s Office is charged with three main duties • To act as the primary investigative arm of the Fifth Column. In this capacity, the IG’s Office is charged with investigating possible violations of the Fifth Column Constitution, or basic member’s rights, by members of the Fifth Column; • To conduct biennial Votes of Confidence or elections of the Motherships & Shuttles; • To assist the Fifth Column Election Coordinator in conducting the biennial Vote of Confidence or Election of the Supreme Commander, Fifth Column. All members of the Office of the Inspector General, The Visitors Fifth Column, shall be members in Good Standing within The Visitors Fifth Column. They also shall have taken and passed the V-Line Officer Test, all three Commander Exams and all seven V quest courses at Sirian Academy, as well as the Inspector General exam. The Inspector General will be well Knowledge of the organizations and the Visitor’s Fifth Column Constitution. D) The Inspector General is nominated by the Visitor Leader, and must be confirmed by a majority vote of the Executive Committee. The IG must be at least 21 years of age and answers directly to the Visitor Leader or Founder of the Club. The IG is a member of the, Executive Committee, and The Visitor’s Fifth Column staff. E) If at any time the Supreme Commander, The Visitor’s Fifth becomes dissatisfied with the performance of the Inspector general, he may submit a motion to the Executive Committee to have the Inspector General removed from office. The Executive Committee shall have thirty days from the date of the motion to investigate the matter, but may vote to extend this period an additional thirty days by a simple majority. At the end of this period, the Executive Committee shall submit the motion to a vote. By a simple majority, the EC shall then vote whether to remove the Inspector General or not. ARTICLE VIII: AMENDMENTS, APPROVAL, AND DISTRIBUTION This document shall be accepted as the governing laws of the Fifth Column majority of the crew. This document may be amended if the amendment is set forth in writing to the Executive Committee and a simple majority of the Executive Committee consent to place the amendment(s) before the crew. A simple majority vote of the crew shall accept or reject amendments to this document. A copy of this constitution shall be distributed to every new crewmember upon receipt of their membership. Updates to the constitution shall be distributed annually if the document has changed. ARTICLE IX: TECHNICAL MANUAL This Constitution shall be supplemented by the Visitor: TECHNICAL MANUAL. The TECHNICAL MANUAL shall be the official handbook. The Technical Manual shall be adhered to as shall this Constitution. When Dave was six years of age, his father, a Shuttle aviator was shot down on a mission in Spartec on the Eve of Ramalon, and is considered MIA (Missing in Action) since then. When Dave turned 16 he and a friend traveled secretly to Spartec in hope to find his father. He returned without success. In Spartec he fell in love with a girl, Cindie. She was killed before his eyes.
Dave decided to step in his father's footsteps and joined the Sirian Military. Dave. Is a graduate of the Sirian Military Academy, upon his commissioning he qualified for flight training? Dave excelled as a shuttle pilot.
Dave Proved many time he was a loyal Sirian. Many battles did help win for his leader. Many worlds he helped gain for his Leader. Dave was cited many time for his role in battles and special operations.
He was later stationed on a Mother Ship. After a year onboard, Dave crashed his shuttle in the Hanger bay; his Gunner did not survive the crash. Night blindness was the diagnosis and he cleared of any fault in the accident. But he was still removed from flight status. Dave spent a few months with his paternal Elders on Sirius IV.
After a time with his Elders Dave decided to become a law specialist. Between wars Dave attended Sirian law school and was transferred to the Leader’s I.G.C. (Inspector General Corps). After showing the same passion for law has he had as a pilot.
During his time with I.G. he found out that his father had survived at Spartec, but died years ago in Tuka, where he had lived with a Tukan family. Dave traveled to Tuka and learned about and got to know his half-brother Skratch.
After getting back home Dave was attached to a special court that was taking care of disloyal Sirians. Rumors had starting going around about a plan the Leader was putting together. These rumors had started even before Dave left for Tuka.
The Supreme Leader was putting forth a task force to take control of a planet in the SOL system. Seemed the leader was very intent on getting this planet. Some members of the I.G.C. were sent to Monercerous, A huge staging area of 50 Mother Ships. Dave was not sent to Monercerous till after the fleet had departed for Earth.
After the Sirian people were officially told what the Leader had in mind, there were out breaks of disloyalty towards the leader. Most of the population agreed what the Leader had devised was the proper action. But then there were others who did not.
When Dave and his former partner, Ensign Stuffers investigated on a Mother Ship that reported back to Monercerous, his skills as a pilot were needed; on a mission the Pilot of the shuttle they were on was shot and injured and Harm, the co-pilot, had to land the shuttle. He made it and gained his flight status back. He also earned the Distinguished Flying Cross by the Leader.
Dave was sent to Earth on Squadron Commander Pamela’s Mother Ship. Supreme Commander John was having a difficult time with the Terrans. Seems his true nature of his mission had been found out by the Earthlings and were defending their planet rather well. They even managed to deface him on a National broadcast.

Those that Survived the attack were taking to a prison camp. Most of his Fellow crewmates died either from their injuries or torture practices. Yannor was one of a handful to survive the four and a half year imprisonment.
Yannor wanted to return to service and his family. One of his cell mate's that he got to know said, "that he couldn't try to Go back to Service." He had already gotten himself in to deep with the law. He returned to the Fifth Column. They did not see or contact each other again for almost two years.
Yannor was the Chief of Security onboard a Mother Ship for six months Until he was able to arrange a transfer to Monercerous with her sister, Ahrele. Once at Monercerous Ahrele got Yannor posted to Earth.
Yannor was posted to Earth as a security operative. By the time he landed on Earth, he had achieved the rank of Lieutenant. Ariell was given the position of Squad Officer and Interrogator.
On Earth Yannor was cought up by the vehicles and the females of Earth. Many times on his off time, you could fing Yannor at a speed way driving cars. There was nothing like driving. Yannor has been know to say, "that driving is better than flying."
Yannor Game from Siruis IV to earth to do the leader's bidding. There was a job to do so it was to be done. Yannor was stationed in Paris, France. Once there he got to know the people and their culture. He was tired of making friends and having them die in unexplained accidents.
Yannor got a visitor one day where he was stationed. It was his old cell mate Thomas. Thomas offered Yannor a job. The job happened to be for the Fith Column. Yannor did not know this of course but he was about to enter the Fifth Column, an organization he was tought was disloyal and to turn in any of it sespected members.

His parents spoiled him and he lived eighteen years in a very sheltered environment. Jim's parents always put what Jim wanted over just about anything else. By nature, he was a happy, thoughtful child, eager to please. By form, he became still a happy, thoughtful man, still eager to please, but he had become so accustomed to people liking him that he would bend over backwards to please them. At conflict with this, or perhaps complimenting it, was the fact that Jim is extremely strong willed and never takes 'no' for an answer. Also by nature, he is something of a risk taker and often would do reckless things for the sheer joy of it. He has broken countless bones and injured several animals with his reckless riding. When he was sixteen, he promptly was involved in several shuttlecraft accidents, all of which Jim was found to be at fault for, on charges of reckless piloting. From his recklessness, Jim took up a new hobby - theft. What a thrill it was to him, to see if he could pocket an item before anyone would notice it. Of course the items in question always found their way back to the original owner, but not after the owner had noticed that the missing item was just that, missing. Jim lived this way for eighteen years and finally his parents, having put in the mandatory eighteen years, informed him that it was time he sought a calling beyond riding animals. Jim agreed and so it was that she went off to Sirian Military Academy. It appealed to his recklessness.
Chambers stayed in the Academy and deftly avoided theft charges with his personality. After all, Jim has the charm of a handsome child or a lost puppy and it is impossible to be mad at a handsome child or a lost puppy for long. Jim was such a good guy, a smart guy and besides, there was never really any evidence to pin any charges on him. No one really wanted to put any charges on him. Sure, no one likes a barracks thief, but the items always wound up with their owner.
With out fail. Chambers never kept anything not his own. Very few could ever find cause to not like him, and consequently, people protected him. And he protected them. Jim is a phenomenal Shock trooper and consequently his unit sent him off for additional training. He is Airborne qualified, Air Combat Qualified and a Tracker. He took care of his people both on the battlefield and off. He licked the hands that fed him.
Chambers has a very strait forward atituide. He loves the Military, and it is what he loves doing. He is always training, to improve his mind and his skills. He is a very strong willed person. It is not easy for him to fall into mind games.

Monercerous became a huge staging area. Jim ended up on a Mothership heading for the SOL system. Half way there the Supreme Leader Told his people on Sirius IV the truth behind the task force to Earth. Meantime the Fleet of 50 ships were also told of their objectives. So the Fifth Column came to be.
