SUPPORTING DEN LEADERS Most scouts join our programs as Cub Scouts, and to them, their Den Leader is the scouting program. Because Den Leaders are so important to the success of scouting, we want to focus on ways to help them deliver the program. First, the Den Leader Experience in Scoutbook is easier than ever. Everything a Den Leader needs to deliver the program is in the Scoutbook App. We live in a digital age, and our den leaders have grown up with technology and rely on it regularly. The BSA is now meeting den leaders where they are, in the digital world. Cub Scout Den Leaders are leading meetings to help cub scouts meet the requirements for their adventures. Because of this shift in focus, the Theme-based Philmont Cub Scout Roundtable Supplements will be removed from the Roundtable Support page shortly all other resources available on that page will remain

MUST KNOW: New Membership Ethics Training and Registration Guidebook In November 2018 we announced significant changes to the Membership Validation process for 2019. Work has been underway for months to create a new process as well as the creation of a Registration Guidebook that will serve as the only source of registration requirements. The new Membership Ethics training is an online training that must be completed annually by specified council employees and key council and district volunteers with membership responsibilities. Employees and volunteers will receive an email this week (volunteers must be currently registered in their assigned position and have their member ID listed in their my.Scouting profile) about the assignment of the course. This is done through the Learning Management System (LMS) and will happen without any action by the council. Employees and volunteers will receive a reminder email in 30 days if the training has not been completed. The training is available 24x7: • For employees, the training is in MyBSA under Resources, BSA Resources, then Scouting University – Employee Learn Center. On the home page of the Employee Learn Center, select Council and then Compliance Training. Membership Ethics will be listed as yearly training that is required for all employees. • Volunteers will access the training through my.Scouting under Member Learn Center and then Position Training. Scout executives must ensure that all specified employees and key district and council volunteers complete the training by 10/01/19. In subsequent years, all specified employees will need to complete the training in January, but due to the timing of this rollout, employees and key volunteers won’t need to take the training again until January 2021. A report of which employees have completed the training is available by contacting National Operations at the National Service Center at National.Operations@scouting.org . New employees that have already started the DOB E-Learning modules will take the old Membership Validation module and they will also receive the email to take Membership Ethics. Any new employees who haven’t yet started DOB E-Learning will automatically get Membership Ethics as a module. Councils can view which required volunteers have completed the training through Training Manager in my.Scouting. To do this: 1. Select Trained Leaders Report, click the filter button and enter SCO_1264 2. Click the Submit button 3. The report will generate showing anyone who has completed the course - SCO_1264, Membership Ethics. Only the Council and District Key 3 will be required to complete the training. If a council would like to have additional volunteers take the training, you can guide them to the Member Learn Center under Position Training and the volunteer can add ‘Key 3 Membership Ethics’ to their learning plan. The new Registration Guidebook is available and can be found on MyBSA under Resources, BSA Resources, and then Registration Resources or at www.scouting.org/wp-content/uploads/2019/06/Registration-Guidebook.pdf. This new guidebook replaces the Registrar Procedures Manual and the Youth Serving Executives Guide to Registration and was developed to set forth the rules and requirements for registration and any exceptions to the outlined rules and requirements.

Since Fall Recruitment is a big push now, please be sure to get the new applications into your council right away. Follow-up with your units to get any pending applications in. This is especially true for districts that recharter on 1/1/2020.

NEW CONFERENCE - Commissioners need to serve all types of units, and the process for serving units should be consistent across all program areas. This conference will focus on gaining an understanding of how Venturing crews, Sea Scout ships and Explorer posts function on a day-to-day basis. Participants will have the opportunity to learn about these programs and will develop strategies to serve them more effectively. Philmont Commissioner Week is June 7 - June 13 2020.

IMPORTANT UPDATE: 18 through 20-year-olds Exploring Participant “EP” Policy
The National Service Center has received substantial feedback from the field requesting to postpone the implementation date of the 18 through 20-year-olds (Exploring Participant “EP”) registration requirement. Based on the feedback, we will be postponing the effective date of this policy change to August 1, 2020. This change will allow adequate time to communicate and implement the new policy. This announcement will proceed the FAQ and formal release that will be communicated the first week of December.
For further clarification, from now through August 1, 2020, you will continue to do business as usual utilizing youth applications for all Explorers that are not yet 21 and utilizing the adult applications for Exploring volunteers that are 21 years of age and older.
If you have already obtained an adult application for any 18 through 20-year-old (Exploring Participant) you may still submit these to your registrar to be processed without having to secure a youth application. Registrars will receive instructions on how to process them.
